Update build 
* Use new promu regexp matching for platforms.
* Bump to Go 1.16.
* Use uclibc for Dockerfile since we don't use CGO for Linux.
* Use CircleCI build parallelism.
* Split Docker image test to separate CI step.

Fix docker image by using glibc variation of quay.io/prometheus/busybox 
This make the docker image work until we find how to rebuild node_exporter statically for linux/amd64
