Manos Fokas 25f929b772 Yaml UnmarshalStrict implementation. (#4033)
* Updated yaml vendor package.

* remove checkOverflow duplicate in rulefmt

* remove duplicated HTTPClientConfig.Validate()

* Added yaml static check.
